This book is a classical one in the field of early Christianism. Such questions as how Christian dealt with the Roman empire, especially on military involvement, and in opposition with Holy Scriptures were in the first centuries of Christianism matter of discussions (see Lactantius, Eusebius, Ambrosius and Prudentius). Harnack, in this little book, help to make our mind clear with these questions, however later surveys (as Jacques Fontaine, among other scholars) bring more precisions (about the Concile of Arles in 314, for example). The American translator gives us some lights upon the Harnack German edition and circumstances of the publishing.
